Balancing Safety & Community Health in Kansas City
Stronger communities through smarter, balanced policy.

The Challenge
Kansas City is considering a Retail Alcohol Impact Area ordinance aimed at improving public safety and reducing neighborhood disorder by restricting certain single-serve alcohol sales. While well-intentioned, the policy raised important questions about its broader impact on neighborhood economies and community health. Many of the targeted corridors are in historically disinvested areas where small convenience stores serve as essential access points for food, medicine, and everyday goods. Policymakers needed a clear, data-driven understanding of how the ordinance could affect small business viability, food access, employment, and overall neighborhood stability, particularly in communities already facing economic and health disparities.
How We Helped
Tripp Umbach conducted an independent economic, social, and public health impact analysis to evaluate both the intended outcomes and potential unintended consequences of the proposed ordinance. Using economic modeling, national research, and local corridor analysis, our team assessed the impact of restricting key product categories on retail operations, employment, and community conditions. Beyond identifying risks, we provided actionable, balanced recommendations to help Kansas City advance public safety goals while preserving neighborhood retail access, supporting small businesses, and strengthening community health infrastructure.
Our analysis provided Kansas City leaders with a comprehensive, evidence-based perspective to inform policy decisions. The study highlighted the potential for significant economic losses, job reductions, and reduced food access if neighborhood stores were forced to close, while also reinforcing the critical role these retailers play as community infrastructure. Tripp Umbach helped shift the conversation toward strategies that balance public safety with economic resilience, protect food access in underserved areas, and support long-term community health and stability.
