The Challenge
Kansas City is considering a Retail Alcohol Impact Area ordinance aimed at improving public safety and reducing neighborhood disorder by restricting certain single-serve alcohol sales. While well-intentioned, the policy raised important questions about its broader impact on neighborhood economies and community health. Many of the targeted corridors are in historically disinvested areas where small convenience stores serve as essential access points for food, medicine, and everyday goods. Policymakers needed a clear, data-driven understanding of how the ordinance could affect small business viability, food access, employment, and overall neighborhood stability, particularly in communities already facing economic and health disparities.
How We Helped
